True, even Starfleet isn't that stupid.
But they'd only go for a staircase if it was covered in ice. Its too safe otherwise.

You guys are still forgetting about the principle design philosophy of Starfleet. Now, how are you going to construct a staircase of ice and still including a plasma conduit made of eggshells?
