I think anyone would take offense at such a sight.

1. HUGE
2. Impressive (sort of)
3. Shiny (to some extent... just look at those whitewashed walls!)

Starfleet must have wanted to send some kind of a message to visitors: DA FEDERATION IS POWERFUL. ALL YOUR BASE BELONG TO US.
