Uh, actually I live about 20 minutes from Pearl Harbor, and I can tell you that while MOST of the ships from the bombing were repaired and sent back into service, USS Arizona still sits at the bottom of the harbor with a memorial built over it. It was declared a grave site. Granted the ship was damaged beyond repair, but Starfleet was not in a time of war.

Uh, actually I live about 20 minutes from Pearl Harbor, and I can tell you that while MOST of the ships from the bombing were repaired and sent back into service, USS Arizona still sits at the bottom of the harbor with a memorial built over it. It was declared a grave site. Granted the ship was damaged beyond repair, but Starfleet was not in a time of war.

I've bolded the points in your post that help me out.

You'll note that I did not claim that all the battlewagons in Pearl where raised and rebuilt. And it doesn't matter whether the Fleet is at war or not. An intact Connie is a significant investment in power, money and material. When you've got twelve in the Fleet, you don't piss one away because the crew died.

Less than 12 actually given the number seen lost/destroyed/damaged potentially beyond repair.

Yeah but they could repair/replace those ships to keep the number at 12.

I think that was the point. Let me tell you, the USS Arizona memorial is quite a moving place to be. Survivors are afforded the privelege of, upon their deaths, having their ashed placed on the wreck by divers to rest among their shipmates. However, if she were reparable, the Arizona would have been raised, repaired, and had her dead sent to the Punchbowl.

Thats what I meant, if you treat every ship that someone dies on a memorial you run out of ships pretty fast.

Throw another captain and crew on board, and send them off on their next mission. Anything else is a waste of valuable resources.

Yep. You can always build a new memorial which doesn't have a working pressure hull, phaser and torp system, and warp drive.

Exactly. Put up a memorial on Earth, or somewhere. Making an entire starship into one is a massive waste.

It's not without precedent - RFA Sir Galahad was deliberately scuttled off the Falklands as a war grave, while Sir Tristram was taken back to the UK and virtually rebuilt.

There's a bit of a difference, however, between an LSL and a battleship, and the sensible thing to do with the Exeter would be to keep her in service.

Oh, I know that such things have been done in the past. But those ships were far less expensive than this case.

"12 Starships" we have to assume 12 Constitution class ships, and then a lot of support ships. Now by this time they <have> to be developing new stuff. They were not in a wartime condition as the U.S. was in WWII, so the idea of comparing to Pearl Harbor might not be right. I'd think it would be decomissioned or so severely refitted that only the basic spaceframe remained.
