The other fun is that people might be abandoning the area before that happens. If a wealthy person has a yacht moored upstream of a bridge, and the sea level rises so the yacht might not get out, that wealthy person is going to leave the city. As more people decide to leave, and no other people can afford those homes, the tax income for the city drops, causing a loss of services (which encourages other people leave, setting off a chain reaction).
