Traffic Control and Cloaking
Does anyone know how traffic control is managed in the ST universe (or any other, for that matter) in respect of cloaked ships?
I realize that the reason for cloaking is to travel undetected and that a cloaked ship can detect an uncloaked ship. How, though, would two (or more) cloaked ships manage to avoid colliding with one another? Space is big, but my understanding is that vessels tend to travel along relatively well-defined routes (if analogy with real-world air traffic holds) -- even more so when one considers phenomena such as the Indri VIII highway.
If this topic has been addressed elsewhere, I would appreciate a reference.

Even with well defined routes space is enormous. Cloaked ship collisons would be so rare I'd imagine they'd just be seen as an unfortunate accident that just sometimes happens with cloaks, offset by the whole being invisible thing.

Look at Earth in the movies, apparently the Enterprise is Earths only ship so I dont think traffic is much of an issue.

Yeah, space is frikkin' enormous. It'd be hard to collide accidentally at best.

Space is big. So collisions probably happen maybe when they dock if ever.
Cloaked ships I can imagine they carry like a transmitter when in or near heavy traffic zones. Though why be cloaked in orbit of Qronos for example.

Cloaked ships must have some way of detecting each other for fleet actions surely?

Didn't the cloaked Romulan D'deridexes have a friend or foe transmitter in that episode with Sela?

That makes sense. In a heavy traffic area it would make sense to have a star base direct the flow the traffic cloaked or not.
