Obviously. That goes without saying. Q in Q who said exactly that the Federation is not ready for what is out there. His whole speech on that superb episode basically states the general feeling of what Deep and I are saying.

Picard said much the same thing after the first Borg encounter. Something about Q giving them a much needed kick in their own complacency.

The most lethal problem with humanity is complacency, that deep seeded idea that if you ignore reality that it won't turn around and rip you apart. While we see it in everyday life on personal or at times on national levels. The Federation took it to an extreme of a population wide idea of complacency.

Which is kind of odd because in TNG and alittle bit in DS9 you got the impression that the Federation had a bunch of small wars and even one with the Cardassians (though I guess you could say all of these were border all disputes). Complacency isn't real, but thats what makes it so dangerous. The Federation declared itself at a time of peace, yet they saw more conflict then we saw in TOS.

Maybe because the threats were minor as their main threats, the Klingons were near allies if not allies yet with the Federation at the time. Pretty much, people tend to try and underscore issues that don't favor their desires of image. The Gene universe was supposed to be peace and love and hippies everywhere. However just as that fails in real life, it fails in a show that was meant to show what life could be. Life does not exist without conflict. With TNG, we got to see (even through fictional eyes) what happens when people allow their own lies to confuse them.
