I'm a bit surprised that Chuck gave this one such a low score, given how he used it in Unity. Looks like he was more impressed by the potential of the setup than the episode itself.

It's like anything else in Voyager, the ideas arent always bad, but they are always squandered. The story isn't badly done, it's just a generic forced to fight story. Everything behind it is generic bland, kind dumb Voyager. Finally, when you look at what it was supposed to do it failed at it. It probably should have been a six since while there is a lot of the usual generic Voyager blandness it had it's moments of at least doing the bland well. Better fight scenes, some good conversations, etc. I'd have given it a six.
Or that could just be my Dwayne Johnson mancrush talking. Him and Jeri Ryan in the same ring, the fanfic just writes itself and it's all NC-17.

I kind of like the idea of mechant ships that are so rich and poserful they are a law unto themselves. Probably a more realistic version of space.
