I think that might have been a random name-drop rather than an indication that he's shown up again.

More to the point, that looked awfully like a Time War-era Dalek battle fleet out the window, and all the examples I saw were definitely Time War-model Daleks rather than the crappy Victory models.

Look carefully, there are a couple of Victory models visible at 0:20 in the background.

Seen. And freeze-framing a couple of seconds later I think there are one or two in the stands as well. Nonetheless, there are far, far more TW-era models present than there should be, given how many times they've been completely wiped out forever.

As I recall the production staff have basically admitted that the Victory design (I think they call it New Paradigm model) is a giant pile of crap. By the look of it they've decided to hold on to the old design and stick Victory types in the background here and there so people don't keep asking why they've vanished.

Another possibility is that they're planning to establish the Victories as the new Black Daleks, with the TW models forming the bulk of the force - the initial two Victory models we saw seemed to be in a position of authority on the podium at the front of the stadium.
