You have been assigned enough resources to build a medium sized starbase (173 or 375 type), and up to 20 ships.

The systems Mabu and Beta Epsilon belong to a warp capable species called the Nyrin. They are a neutral party and have the equivalent of 40 Excelsior Class ships.
Altorus is owned by a prewarp civilisation called the Doroans who have limited spaceflight (not outside the first 4 planets in their system). Their system contains an asteroid belt which is rich in valuable elements.
GSC 321 is owned by a violent warp capable species called the Jubans. They are hostile and have the equivalent of 10 Defiant Class warships and 15 Runabouts.

This sector is near to Romulan space and you can expect them to visit from time to time. There will be regular cargo runs to collect whatever you harvest.

#Harvest materials from the Nebula.
#Protect the Doroans from contact with warp capable civilisations.
#Establish trade with the Nyrin.
#Establish a colony on Zephyrus.
#Protect Federation interest in the sector.

1. Decide where to place your starbase and why.
2. Decide on the number of ships that you think you will need and of what type. You must justify them. You are not allowed more than 5 purely combat ships and only 3 Sov or Galaxy.
3. Decide on your starting deployment. Some of your ships (you decide the number) must be at Zephyrus and some must be at the Nebula but the others you are free to move around.
4. Decide what part of your mission you will prioritise and why. You must however at least partially complete all objectives.
5. A) You arrive at Zephyrus to find a large debris field, and scans show Juban weapon signatures. How will this affect your deployment?
B) As you redeploy, 5 Nyrin ships start moving towards the Nebula. Do you allow them access?
C) Your first load of elements from the Nebula are loaded into the cargo ships. On their way to Federation space, they come under brief attack from an unidentified ship. What do you do about this?
6. You lay down the foundations for your colony but:
A) Will you assign ships to protect it?
B) If so, how many?
C) What will the rest of your ships be doing at this time?

I'll plonk it in orbit of Zephyrus, My reasoning being that if the nebula gets invaded all that would need to happen is to clear out the hostile fleet and simply going back to collecting the resources while an attack on Zephyrus could potentially mean the annihilation of the colony, which is harder to repair.

2. Decide on the number of ships that you think you will need and of what type. You must justify them. You are not allowed more than 5 purely combat ships and only 3 Sov or Galaxy.

I can have up to 20 in total, yes?

To start of with, 2 Sovereign, 1 Galaxy (uprated)[1] and 2 Defiant.
I'll bulk this up with 10 Excelsiors and 4 Ambassadors, on the grounds that there should be a few going spare and they seem to be competent work horses. This leaves me room for one more, so I'll also have a Yorkshire class. I have no idea what it is and it has no actual page on the site but I found it earlier in the fleet strength calculator and I'm having it for reasons that will become obvious if you look at my location

Ok, I'll Split my fleet into several groups.

Team 1: 2 Sov, 1 Galaxy and 2 Defiant.
Team B: 5 Excels and 2 Ambassadors
Team Gamma: 5 Excels and 2 Ambassadors
Team “Yorkshire motherfucker!”: 1 Yorkshire Class

These groups are given the following orders;

Team 1: Patrol Zephyrus.
Team B: Patrol Nebula.
Team Gamma: Patrol Sector, avoiding GSC 321
Team “Yorkshire motherfucker!”: Fly to Altorus , buzz some yokels, abduct the least credible people they can find, leave no physical evidence, and try not to crash.

4. Decide what part of your mission you will prioritise and why. You must however at least partially complete all objectives.

I figure protecting federation interest in the sector is more of a by-product of fulfilling the other objectives, so it's not a priority as such. Trade with the Nyrins is something that would probably be more important for them than the federation, unless the Nyrin have something specific of use and or value, and while protecting the Doroans is important they aren't important as our own civilians.

5. A) You arrive at Zephyrus to find a large debris field, and scans show Juban weapon signatures. How will this affect your deployment?
B) As you redeploy, 5 Nyrin ships start moving towards the Nebula. Do you allow them access?
C) Your first load of elements from the Nebula are loaded into the cargo ships. On their way to Federation space, they come under brief attack from an unidentified ship. What do you do about this?

A) It doesn't
B) Team B is ordered to intercept them, passage will depend on their intentions.
C) A couple of ships from Team Gamma will check out the area and report back.

375 type, in mid-range (~50,000 km) orbit of the colony planet, for greater field of fire. Like Griffin, I'd place the defense priority on the colony.

2. Decide on the number of ships that you think you will need and of what type. You must justify them. You are not allowed more than 5 purely combat ships and only 3 Sov or Galaxy.

2 Sovereigns as task force leaders (one as flagship) and 3 MVAM Prometheus-class as flagship escorts (one as task force leader).

1 Ambassador class sent to the edge of Nyrin space to begin diplomacy

Priority 1:
Establish a colony on Zephyrus -
Protecting the burgeoning colony would be my main priority; it would be the hub for diplomacy or defense of all other interests in the region.

Priority 2:
Harvest materials from the Nebula -
Obviously we are here for something; this would be the second most important issue.

Priority 3:
Protect Federation interest in the sector -
This would be accomplished by proper deployment of my forces.

Priority 4:
Establish trade with the Nyrin -
What the Ambassador is for; it would be sent by itself to the edge of Nyrin space to make first contact and establish diplomatic relations

Priority 5:
Protect the Doroans from contact with warp capable civilisations -
As they are virtually surrounded by other warp capable species, I think this would be less of a priority; without a Federation presence, it would be almost inevitable.

5. A) You arrive at Zephyrus to find a large debris field, and scans show Juban weapon signatures. How will this affect your deployment?

Again, as with Griffin, not at all.

B) As you redeploy, 5 Nyrin ships start moving towards the Nebula. Do you allow them access?

Task Force 3 sends 2 sensor pod Nebulas and both Intrepids to intercept at the edge of the nebula, informing them that a diplomatic envoy is already en route to their space to negotiate mining rights, but that the ships are free to begin mapping the nebula and start preliminary mining operations.

C) Your first load of elements from the Nebula are loaded into the cargo ships. On their way to Federation space, they come under brief attack from an unidentified ship. What do you do about this?

Investigate the sensor records to determine the relative strength and origin of the attacking vessel and then decide my response.

A) Will you assign ships to protect it?

Task Force 1 will remain in the Zephyrus system to provide colony defense.

B) If so, how many?

See above.

C) What will the rest of your ships be doing at this time?

Task Force 2 will continue their patrols and passive scanning of Juban space to closely monitor their activity.
Task Force 3 will defend Federation mining ships in the Taurus nebula, and use the sensor pod Nebulas for ECM to screen the Altorus system from incoming and outgoing scans.
the Diplomatic envoy will take a southern route around Juban space to attempt to establish a fair and balanced deal over mining of the Taurus nebula with the Nyrin. This should help build a diplomatic relationship where permanent normal trade relations can be discussed.

As an aside - The MVAM Prometheus can all split into multiple ships; this makes them ideal for this mission, where flexibility is an important factor.

1. Decide where to place your starbase and why.

Starbase gets constructed in orbit of Zephyrus. The colony will need protection from the starbases weapons platform, plus the starbase will allow for easier development and support of the developing world. I would construct a 375 starbase type for the additional firepower it offers over the 175 platform for only minor loss in diplomatic grade.

I would take the following ships split up into three groups as shown:

Group A
Sovereign
Akira
Akira
Defiant
Defiant
Defiant

This task force shall service as my main Battle Group. The Sovereign will purpose as my Fleet Flag Ship, and command station for battle operations. The two Akira will serve the dual role of long-range torpedo cruisers in military action and serving as good multi-mission platform ships. Lastly the Defiants will serve as escorts for the three larger Cruisers and serve as destroyers for the battle group.

This group shall serve as secondary battle group, and primary defense force for the colony. The Defiant will be the main military muscle for this group as well as serving as escort for any ships moving into or out of the system. The Intrepid's will serve as Frigates to patrol the system and the area around it as well as any short-range mission roles. The Akira's will provide military support as torpedo cruisers, transports, long-range missions and any other mission support that may be needed.

Lastly we have the mining forces. the two nebulas and galaxies will serve as the mining vessels, capable of scanning, mining and storing large volumes of the mined minerals. The Intrepids will help with scanning the nebula and provide the main exploratory portion of this group charting the nebula and the region. Lastly the Akira will also be able to store large volumes of mined material and provide extra military support.

Group A will sit in the space between Alsori-Nethyr, GSC308 and GSC321. Group B will be at Zephyrus, Group C will be in the nebula.

I will stress Federation Interests in this Sector. I have a good defensive force available that should be able to respond quickly and put down any threat. Therefore the Zephyrus colony and defense of the region will be my primary followed/joined by the resource mining in the nebula.

The protection of the Doran's will be mid level importance, I'll do what I can to keep them isolated; however since we're outside Federation space it isn't imperative that this component be maintained.

Obviously the lowest priority for me is the trade agreement with the Nyrin. While adding them to the Federation may be a bonus eventually right now there are more important things in the region and if there is any hope for good relations right now, given the difference in power levels between the two of us they'll try and approach us for trade deals.

This doesn't really change much; except that I'll shift Group A slightly closer to the Juban homeworld for faster response.

The Nyrin will be allowed access; however they will be monitored. any move toward the Doroans will be interfeared with.

C) Your first load of elements from the Nebula are loaded into the cargo ships. On their way to Federation space, they come under brief attack from an unidentified ship. What do you do about this?

I'll pull the Defiant from group B and an Akira from group C off for escort duty. the threat level will be assessed and further redeployments handled on an ongoing basis.

Yes. Group B is assigned virtually full time to the protection of the colony. They may of course be deployed away as the need arises.

Group A will be actively deployed for defense of the region, Group C will be involved in the mining and processing of the nebula
