Of course. We bear the Alliance no ill-will and never intend any offense. The decision of the Alliance to loan astronomical amounts of credits to insolvent governments is your business alone. We have cautioned you on the instability this may create before but there is little more we can do. Just be aware that the Tholian border with the Federation is closed in both directions. Their ships may not transit out through Federation space and no ship may pass through our space into their borders.

Starfleet News Release

RE: Klingon Border Raids

As other powers share a border with the former Klingon space this information is provided to all powers.

A raiding fleet of 247 ships crossed our border composed primarily of destroyers and cruisers, though some heavier ships were present. Starfleet met this threat with 336 ships of task force 3.4 of Third Fleet. The raiders pressed the action aggressively and managed to destroy 3 Starfleet ships while damaging several others.

The task force managed to destroy the raiding fleet.

At this time we have little knowledge of how many more ships might be in the possession of various elements in the former empire. We have had no contact with any of the factions currently at war there. Starfleet is not conducting any security sweeps within the former empire. We would suggest that all powers in the region secure their borders.

Presidential Press Conference

I wish to announce that as of today I have directed Starfleet Command to begin a redeployment of assets from certain sectors to help contain the twin crises in former Klingon territory and Tholian space.

On our border with the former Klingon Empire we are faced with the consequences of the collapsed state and factions equipped with state of the art weaponry lashing out for sustenance and supremacy. We will not intervene in this civil conflict but we must take steps to secure our border against any destructive raids in order to protect our citizens.

Additionally we must move to contain the Tholian crisis. The nation is on the verge of financial ruin after engaging in a war of aggression and then isolating itself diplomatically. Our intelligence services judge that the leadership there is growing increasingly unstable over the past several years and that things may be on the point of a rupture. Taking a bloated military into a war of aggression the Tholian state was repelled through the heroic efforts of the Jacorn Allliance. Not content with military humiliation the Tholians then elected to sever diplomatic relations with the Federation, denying themselves passage and access to trade and bringing their economy to the point of collapse. With the Klingon state collapsing near by the whole region is at risk of falling into chaos.

To counter this threat Starfleet will be redeploying to ensure it can contain any crisis within these two areas and not let it spread to our borders. More details on this redeployment will be coming shortly from Starfleet Command.

Starfleet Command Notice

Starfleet will be redeploying 288 ships of from the 2nd Patrol Wing of 6th Fleet based along the Ferengi border and the 1st Patrol Wing of 8th Fleet operating along the Southern Cardassian border to 9th fleet opposite our Tholian and Klingon borders. 6th and 8th fleet will continue to provide security in their areas with reduced numbers as command sees little need to activate reserves for what it hopes will be a temporary re-deployment of assets.

MORE BLATENT LIES BY THE FEDERATION. THE FEDERATION HAS DECLAIRED ECONOMIC WAR ON THE THOLIAN EMPIRE BY ILLEGALLY BLOCKING ITS RIGHTFUL ACCESS TO A STATION, PART OF WHICH IS SOVERIGN THOLIAN SPACE. WE HAVE FAR FROM ISOLATED OURSELVES DIPLOMATICALLY, WE HAVE SIMPLY SEVERED TIES WITH THE FEDERATION. WE SHALL GOVERN OURSELVES, AND NOT BE GOVERNED BY PROXY.

WILL STARFLEET LIFT ITS UNLAWFUL BLOCKADE TO THE JOINTLY OWNED AND OPERATED STATION? OR SHALL WE EXPECT FULL FINANCIAL REPERATION FROM THE FEDERATION FOR THEFT OF THOLIAN PROPERTY? The Tholians have a point, though we may not agree with their choice of words.

The station was made to allow freedom of trade without risk from international disagreements. By preventing the Tholians from sending their goods to the station, and receiving goods in turn, the Federation is undermining what the station stands for, invalidating its very existence.

Do we really want to take a step backwards in international relations?
No trees were killed in transmission of this message. However, some electrons were mildly inconvenienced.

The Tholians are allowed unlimited access to the station and unlimited access to neutral space. There is no blockade and to speak of one is to show a general ignorance of international affairs. Ships of powers with which the Federation has no diplomatic relations, at that powers insistence none the less, are not granted access through Federation space. Ships of powers with which the Federation has diplomatic relations have passed without incident for years. Romulan ships pass. Klingon ships passed in their day. Jacorn ships have passed. And prior to the Tholian government ending diplomatic relations because we disagreed with their war of aggression Tholian ships had passed for years.

Indeed we went far out of our way to not shut the Tholians out during their war. Despite the fact they were in a shooting war with one of our allies at the time they were granted passage. Despite their constant diplomatic complaints against us they were allowed passage. While Yrridian civilians were dying in the billions under the oppression of the Tholians they were allowed passage. While the Tholian Empire was busy defecating on EVERY principal which this nation held dear we allowed their passage. These are the facts of the situation.

We ask only what other nations would ask. If your ships wish to pass through our space we will have full diplomatic relations to facilitate the orderly passage of said ships. Tholian ships indeed still have access to the station. That this is no longer profitable for them because they elected to end diplomatic relations with us and sever their most direct links is regrettable but fixable by their actions alone. To describe them not be allowed to pass through our space as a blockade is patently absurd.

We have long thought of the Ferengi Alliance as friends but we take great offense to your position that we are hindering the neutral station. It was a station that we found. It was an idea that we proposed. It is through our borders that a great deal of the trade has passed. It was a treaty that we composed. The entire concept was our doing. Other than the Cardassians, with whom we have had disagreements at time but also productive discussions, which power has done anything to facilitate the growth of international cooperation in this quadrant?

When the Breen attacked the Cardassians the Federation intervened while other powers sat.

When the Cardassians came after YOUR empire the Federation led the response.

When the Tzenkethi and Talarian War threatened to suck the quadrant into another major war it was once again the Federation along with the Cardassians solving the problem while the rest of the quadrant sat, or actively attempted to make the problem worse.

Your complaints remind me of a famous quote from Earth history.
"It is not the critic who counts: not the man who points out how the strong man stumbles or where the doer of deeds could have done better. While the Alliance sat the Federation did. If you wish to be critical of our position that those who wish to transit trade ships across our space at the very least maintain normal diplomatic relations with us then so be it. You, as all people are, are entitled to take unto yourself the role of the critic.

As to defense matters, pardon us if we keep our own council.

We greatly apologize for the offense. We meant none. Nor did we intent for inference to be made diminishing your role in galactic peace efforts. You have done more for peace in this part of the galaxy than other powers could even hope to do. You have saved many of us from our own foolishness and lack of planning. Without the actions taken by the Federation, the galaxy would be under Dominion control, or the Breen would have overrun the Cardassian homeworlds, or the Cardassians would own Ferengi space.

However, as profit is the life blood of the Ferengi people, we see the prevention of profitable trade to be the same as a direct blockade. It prevents growth and prosperity just as much.

We are not trying to dictate Federation policy, just voicing our highly biased opinion.

While you take upon yourselves to be the galactic police force, we are limited to being the galactic bank. We cannot take strong military actions to help other powers. But we can, and have, provide support for powers under financial distress. And we have been quite generous, almost taking a loss on one occasion.
You will do what you can, and we will do what we can.

We again state to our Ferengi friends, this matter lies wholly with the Tholians. If they wish to send trade through our territory they need only to normalize diplomatic relations.

There was no lack of planning or foolishness on Cardassia's part you stunted dwarf. We were fully capable of repulsing the Breen ourselves. However we put our citizens before our pride and requested Federation aid to ensure no further Cardassian worlds would be harmed by the Breen. We did not need the Federation to save us, unlike some who outsource their own protection.

I did not say the Cardassians were foolish for that. There were other things, but those are in the past. I was just including that as one of the actions taken by the Federation. Don't be so quick to take insult. That is foolish.

We choose to outsource our generally unnecessary military protection, while others choose to outsource their very necessary economy. It does not take a genies to see that both are a form of protection.

THE FEDERATION CAN ATTEMPT TO JUSTIFY ITS ACTIONS IN WAY IT CHOOSES. HOWEVER, THE BOTTOM LINE REMAINS THAT A TREATY WAS DRAFTED, THOLIA INVESTED MONEY IN SAID STATION OF TRADE, AND THE FEDERATION IS PREVENTING THOLIAN ACCESS TO SOVERIGN THOLIAN PROPERTY, UNLESS THOLIA AGREES TO FEDERATION DEMANDS.

IF THE FEDERATION WISHES TO BEGIN REESTABLISHING NOMINAL DIPLOMATIC RELATIONS WITH THE THOLIAN EMPIRE, IT CAN START BY ALLOWING THOLIAN TRADE THROUGH A PARTIALLY THOLIAN OWNED STATION. ANYTHING LESS IS AN ACT OF ECONOMIC AGGRESSION.

Your trade is allowed through the station. It is not allowed to get there through Federation territory. No provision of that treaty necessitates we allow that, though we have for all powers with which we have diplomatic relations.

The statement that you have no access to the station is a lie. You have unlimited access. Nothing prevents you from sending ships around the Jacorn and Federation to the station. That you cannot trade profitably along that route due to the distance is a problem of your making, not ours. We have been quite clear on the matter. Despite our distaste for your empire trade can resume with normalized (as in normal, not necessarily friendly) diplomatic relations. Until such time we cannot possible accredit ships for passage through our space.

This was our position with the Romulan Star Empire and it is unchanged with the Tholian Empire. To anyone paying attention the result of your break in diplomatic ties should have been totally predictable.

The Federation wishes to request an official clarification for the Cardassian Union in regards to the conflict with the Ferengi Alliance. We must say that in this era of relative peace between major powers such an action occurred and we are deeply concerned about the welfare of the Ferengi people at this point.

What's to clarify? There was a conflict, it was concluded favorably. The Ferengi Alliance no longer exists. Whatever territory they possessed is now part of the Cardassian Union. Your concern for citizens of the Union is touching but misplaced. The Ferengi are allowed to continue administering their worlds as they have before but under direct Union supervision. The Ferengi were quite profitable before and we would be fools to harm that.

Additionally, seeing as the Ferengi Alliance no longer exists and the Union speaks for the Ferengi people and the Klingon Empire has dissolved into their natural state the Union officially withdraws from the Treaty of Ferenginar in its entirety. We are willing to continue honoring provisions 1 and 2 of the Treaty of Lissepia.

The Union lays formal claim to worlds 310, 314 - 319, 321, 322, and 570.
