I think the Breen are simpler. We at least have an idea of what they have as ships. As far as I know we have not seen a cannon Tholian ship within like 100 years of the start time of the game. I think for the purposes of the game I am just going to assign the Breen a pile of planets in the Northwest Corner of the map kind of butting up against the Cardassian Union and the Ferengi.
