Refitting phasers would be hard, but what about torpedoes?

Starfleet has used the same basic size and shape of torpedo casing from Enterprise through to the Voyager. You don't have to have a lot of shipboard power to fire a more advanced torpedo, but it might have all sorts of tricks to get through shields or do more damage.

Exactly, Yar is the Tactical Officer/Security Chief, not an engineer. Had the statement come from the Chief Engineer, then maybe.

One could argue that as the tactical officer she would know the power requirements of whatever they wanted to refit. After that it should be common sense whether or not they would work on a twenty year old ship from a drastically less militarized Federation...

Why? Her job is to shoot things, not fix it. Besides even if she does know (and lets say they match power wise) that doesn't mean that the mountings are compatible or even that the power couplings are compatible.

True, You're right. Trek violates so many commons sense things that its hard to keep track of things, I mean how many times did VOY adapt something to their systems that they shouldn't have been able to do.

Assume of a minute that an Ambassador class could generate enough power to support the upgrades. When did they have the time to actually PERFORM the upgrade??

It seems to me that TNG Officers are expected to be Renaissance types with at least some knowledge in many areas. For her to know the engineering specs necessary for her department is not a big stretch in that light.
