They'll be a bigger part of the story later on. They do the same duty the MACOs did on Enterprise. They're the physical personal security for the ship or landing parties. There's three platoons on board for about 120 marines.

After watching how totally incompetent first the red then gold shirt brigades were at both protecting their ships and fighting on the ground I just took the responsibility away from them. They're hopeless.

The Panther class fighter craft was designed and built to reflect lessons learned during the Dominion war. The shuttlecraft and light fighters used during the Dominion war had validated the tactics of their use but at the time they lacked sufficent offensive firepower to seriously effect the outcome of the battles they participated in. In 2374 During the middle of the war a crash program was instituted to develope an effective fighter sized spacecraft to replace the light fighters and shuttles then in common use. However the fighter was not completed by 2375 when the Dominion war ended. For the next five years the project languished as funding was drastically cut. The fighter was designed and the prototype was 50% complete at the cessastion of hostilities between the Dominion and the Federation but it was not until early 2379 that the prototype was completed. The prototype FX-51 began flight trials in June of 2379 but with few prospects of anything coming of it. The establishement of the FDF in 2380 breathed new life into the FX-51 program. The FDF immediately appropriated the project and increased funding substantially. A final round of upgrades to the systems and then flight testing completed the space craft and it was introduced to the fleet at large.

The FA-51 is designed for short ranged sublight combat. The FA-51 is approximately 50% larger than a shuttle in all dimensions and over six times as massive due to its equipment packed interior. It utilizes a quartet of type VI pulse phasers and a pair of micro torpedo launchers fed by a magazine of twenty micro torps. With no requirement for a cargo bay the FA-51 is able to mount a much more significant power generator supplying improved shields and warp engines. The FA-51's quartet of sublight engines are clustered around the FA-51's conformal nacelles. Four weapons pylons allow the FA-51 to mount full sized anti-ship quantum torpedos, five round micro torpedo pods, or additional type IV pulse phaser pods with batteries good for approximately 450 pulses.

Currently the FA-51 is being deployed with the FDF fleet. Two squadrons each are being assigned to the Monsoon and Wolf 359 classes and a single squadron to the Garret and Paldin classes. Consideration is being given to the design and deployment of a purpose built carrier space craft but as yet no designs have progressed past a conceptual phase pending the demonstration of the FA-51's effectiveness.

Federation Defense Force Marines
Role
The FDF Marines function as both a primary ship board security force and as a ground force as required. All Marines are trained in both shipboard combat, zero-gee combat, exotic environment combat, and general ground warfare.

Organization
The Monsoon class carries a company of 126 FDF Marines. The marines are broken into three platoons of 40 soldiers each with a command group of 6 additional marines. Each platoon consists of 3 squads of 12 soldiers each and a 4 man command group. Each squad is further divided into two six man sticks. Each six man stick is nominally equipped with 1 M249-A1 heavy repeating phaser rifle, 5 M14-A2 enhanced compression rifles, and 1 M1-B micro torpedo launcher. Due to the Monsoon class' status as ships of the line their marines primarily serve as ship board security or a boarding force if need be. Large scale ground combat is not their primary role and as such the company is not supplied with heavy ground based weaponry standard. If necessary for the mission dedicated troop transports can be allocated.

Security Force Equipment:
M103 Personal Body Armor
The M103 body armor system consists of a load bearing vest and thigh coverings, diamond filament impregnated ceramic armor inserts, and a Mk.27 miniature shield system. The M103 vest and thigh protectors are worn over a standard FDF Marine combat uniform. The M103 vest and thigh protectors are constructed of a reinforced version of the same thermal, impact, and radiation resistant fabric the combat uniforms are constructed of applied over a flexible polymer frame. The frame serves as the primary attachment for all load bearing equipment and evenly distributes the combined load of armor and pack across the marine's body. The ceramic armor inserts are installed in panels on the front, back, and side torso, the outward facing thigh panels, and on the shoulder guards of the armor. The armor panels connect directly into the frame assembly and draw power from it to create a low level SIF through the ceramic inserts and frame itself. The ceramic inserts provide the significant protection from blunt force and physical trauma and are capable of surviving multiple kinetic impacts of up to 35,000 joules and are survivable from up to 55,000 joule kinetic impacts. Additionally the ceramic inserts can absorb up to a full powered shot from a Federation type II phaser though the insert is ruined if it takes such a hit. The Mk.27 shield system is integrated into the load bearing frame of the M103 and draws power directly from it. The Mk.27 has the capacity to withstand three to five full powered shots from a type III phaser however due to battery limitations after absorbing such hits the Mk.27 will be depleted and inoperable until given a sufficient amount of time shut down time to recharge. A full recharge of the system require an hour and a half with lesser recharge times resulting in reduced operational levels. The MK.27 is a simple flat plane shield generator. It is tied into the marine's helmet's onboard sensor systems and activates a shield only when incoming weapons fire is detected. The shielded area is approximately a quarter square meter making the Mk.27 effective against direct fire weapons but less so against blast or fragmentation weapons. The Mk.27 has on board logic to discern the most pressing threat to the wearer and prioritizes protection of the user's body core and head over limbs if required to. The full M103 system, with ceramic plates installed, masses 12 kilograms with individual ceramic plates massing between 1 and 1.5 kilograms.

M22A1 Integrated Helmet and Sensor System
The M22A1 IHSS is designed to provide a marine with both protection of the head and face but also to provide sensor and data inputs from multiple sources. The main shell of the M22A1 is a ceramic helmet covering the head and upper neck of the marine. It provides similar kinetic and energy weapon based protection as the ceramic inserts of the M103. It has an integrated nose and mouth guard built to the same protective tolerances of the rest of the helmet. The M22A1 has a standard suite of tricorder sensors built into it. Display of both sensor data and other data feeds is provided by a set of tinted transparent tritanium with integrated holographic display customizable based off user vocal commands. Kinetic and energy protection of the goggles is one weak point in the system as they have approximately half the protective value of the rest of the helmet. The M22A1 also incorporates an enhanced communication suite with twice the range and quadruple the signal strength of a standard personal communicator. Finally the face guard of incorporates a rebreather attachment allowing the user to operate in less hospitable environments that many not require the use of a full face helmet.

M14-A2 Enhanced Compression Rifle
The enhanced compression rifle is a development of the Starfleet standard 3b heavy phaser rifle. Further refinements were made to the focusing crystal along with the installation of an active cooling system to allow the ECR a rate of fire of 600 pulses per minute in fully operational mode. The rifle retains the ability to fire single pulses if required. The 3b's auto targeting system was removed and the weapon's angle of fire was fixed directly forward. A simpler sighting system was installed but does not control the weapon's beam but still allows precise aimed shots out to the weapon's effective range of 4.5 kilometers. Due to the high energy consumption of the rifle and the cooling loads imposed by it the rifle is powered by hot swappable combination power cell and cooling gas magazines good for three hundred pulses of the weapon. For improved ergonomics a vertical grip was added to the weapon's barrel. As a further simplification the weapon is that it has only two power settings, a heavy stun and a high powered kill setting.Combined with the removal of the targeting system the ECR has proven to be a rugged and reliable weapon. A carbine version of the weapon with a shorter barrel and reduced effective range of 3 kilometers is available for ship board use.

M301-A1 Heavy Phase Cannon Attachment
The Heavy Phase Cannon attachment is an optional attachment for the ECR. The HPC is functionally similar to the ECR but on a larger scale and without the ability to rapidly cycle. The HPC is attached to the ECR directly under its barrel, necessitating the removal of the hand hold there. The HPC draws power from the ECR's power cell and is operated by means of a secondary trigger attached to the ECR's trigger group. The HPC fires an extremely high powered pulse of energy that is useful for engaging threat vehicles, fortifications, and heavily shielded targets. Each firing consumes the equivalent energy of 100 ECR pulses making its use a significant drain on the power cell. Additionally the HPC makes use of a capacitor bank to discharge this energy and as such takes 3.5 seconds to charge prior to firing. Due to the short barrel and firing chamber of the HPC it has an effective range of only 1.3 kilometers.

M249-A1 Heavy Repeating Phaser Rifle
The Heavy Repeating Phaser Rifle is an outgrowth of the ECR for use as a squad support weapon. The HRPR is more heavily built than the ECR and fires significantly more powerful pulses. Additionally the cyclic rate of fire has improved to 900 pulses per minute and the effective range nearly doubled. All this improvement comes at a significant cost however. The HRPR weighs 15.8 kilograms and its 1,500 pulse magazines weigh 4 kilograms each. As such the weapon comes with an integral bipod. The HRPR's carrier traditionally only carries two to three magazines himself with each squad member carrying an additional magazine for him. Unlike the ECR the HRPR has no stun setting.

M1-B Micro Torpedo Launcher
The Micro Torpedo Launcher is a humanoid portable consisting of two parts, a targeting and power supply unit (TPSU) and disposable launch tube/torpedo assembly. The TPSU is attached to the launch tube assembly prior to use of the weapon. The entire unit is then brought to the gunner's shoulder and the target acquired. The torpedo is cold launched from the tube and its primary engine ignites after launch. Once launched the weapon is autonomous and the gunner is free to move. The spent tube is ejected from the unit and discarded. The MTL has been designed for use against threat vehicles, fortifications, heavily shielded targets, and aircraft. The targeting and power unit weighs 5.2 kilograms and a ready launch tube assembly weighs 14.6 kilograms. Due to the mass of the weapon it is currently classified as special use only and not regularly deployed. When it is the weapon is issued in one of two methods, either to a dedicated MTL team consisting of a gunner with the TPSU and two tube along with an assistant carrying four additional tubes. Otherwise the TPSU is assigned to a gunner in the squad and extra tubes are assigned to squadmates as judged appropriate.

M19-A2 Phase Pistol
Due to the difficulties in aiming the latest generations of type 2 phasers the FDF requested a redesigned ruggedized and simplified phaser for their use. Returning to the "pistol" plan form first began with the EM-30 the Mk. 19-A2 Phase Pistol incorporates many of the advances and design features of the ECR into it's design. The Mk.19-A2 is a pulse compression semi automatic weapon supplied by a 30 pulse power cell located in the grip. Due to the lower rate of fire of the weapon compared to the ECR no active cooling is required. The Mk.19-A2 incorporates no active targeting equipment and has only two settings, heavy stun and kill. The effective range of the Mk.19-A2 is only 700 meters but for its use as a sidearm this was judged sufficient.

Misc.
Standard equipment for all FDF marines includes a 30cm fighting knife, blast/fragmentation, high energy, and stun grenades, medical kits, ration packs, gloves, etc.

The Type 19 Assault Shuttle was commissioned for the nacent FDF Marines shortly after their establishment. The shuttle was intended to provide armored transport for FDF Marines during ground or ship to ship attacks. The Type 19 is a boxy shuttle craft looking more appropriate to the 2250's than the 2380's. The shuttle mounts its small warp nacelles close to its lower body eliminating any connecting strut and elevating the ship only forty centimeters off the ground. Two small winglets above the nacelles provide some benefit to manuvering in atmosphere as well as sheilding the high mounting impulse nacelles from ground fire. The main body of the shuttle is a widened hexagon. In the blunt front of the shuttle sit the pilot and gunner. Behind them is the cargo bay where the shuttle's loadmaster sits. The cargo bay can be configured many ways. Depending on the situation it can be fitted out to transport up to fifty ground troups, medivac up to twenty stretcher case, carry two light armored vehicles and their crews, one medium armored vehicle and its crew, or general cargo. In addition to the large full width cargo ramp at the shuttle's aft it also has dorsal and ventrally mounted docking hatches. Both hatches are equiped with forced entry cutting rings.

The Type 19's structure is heavily reinforced for a shuttle and it mounts five centimeters of ablative armor in additon to an uprated shield generator. Defensively the Type 19 is equipped witih dual micro torpedo lauchers in the winglet roots that draw from a common magazine of fourteen missles. The Type 19 also mounts a quartet of Type V phaser arrays at each corner to provide suppresive fire during landings. Due to its mass the Type 19 is not as manuverable as other shuttles. Also because the Type 19 is intended to ferry troops from ships to the ground or other ships the Type 19 is not equipped with a high powered warp drive and is intened for intra-system transport only.

Author's Notes

1) In order to keep things consistent, and let people refer back to a common source for info on the Monsoon class ships I went ahead and made up a DITL.org style ship break down. These are the official stats of the Monsoon class, subject to change. If this contradicts a line in the story assume the line is wrong. The ship's final design was in flux during the early going of the story and I didn't settle into a good set of stats until late in chapter 3.
2) Dimensions - As I stated in chapter 1's notes when I started this story a long time ago all we knew was that the Titans (eventually Luna class) were Starfleet's new explorers. Period. Following Starfleets traditional bigger is better design scheme I went and made the Titans bigger than the Sovereigns, a lot bigger. I went with the genesis of Sovereigns to justify reusing their shape for the Titans and Monsoons. The ship is significantly heavier than a simple scale up due to the thick armor and less openy airy spaces in the ships.
3) Crew - Warships traditionally are jam packed with crewman. Also, don't let the Galaxy's official level of around a thousand crewers throw you. Best I can figure that's about 1,000 people to keep the ship running. It seemed to carry at least twice that in families and scientific specialists.
4) Armament - This is the part that used to be worse. Try 72 phaser arrays and 24 torp tubes. Scary, but not outside the realm of possibility for the Federation. The current ship is about ton for ton as heavily armed as a Sovereign.
4a) Phasers - The Galaxy class had type X phasers. Starbases used type X+, we'll call that XI. The Sovereigns make use of type XIIs. In the vein of bigger is better the Monsoon uses type XIIIs. So what's the difference between them and XIIs? The type XIII's are the Defiant class' pulse phasers in array form. The amount of energy they can direct isn't greatly increased but the way its applied is. Raw power isn't up greatly but damage is. The Monsoon class mounts some traditional type XIIs though. The type XIIIs don't perform well at low levels, you're as likely to vaporize as stun. So the Monsoon has full coverage with more traditional and controllable type XIIs.
4b) Torpedoes - If there's one place Trek makes the least sense it's in its torpedoes. Depending on the model of launcher a torpedo tube takes up somewhere between the space of an SUV or up to a double decker bus. Individual torps are the size of a coffin. An area the size of two basketball courts could carry something like four torpedo tubes and several thousand torps for them to use. That's a massive increase in firepower for 99% of the Federation ships out there and there are few that couldn't make that kind of room. Heck, a torp tube door would even be easy to conceal on the ship, letting it continue to look innocent. They don't though, they steadfastly continue to mount two to three tubes on each ship and that's it. Why? I dunno, it makes no sense and the Monsoon reflects this mounting a dozen and a half torpedo tubes. For those of you playing the home game it has four in a ventral saucer turret like the Sovereigns. Six in the forward engineering hull. Four facing aft in the engineering hull. Two tube both port and starboard firing perpendicular to the line of flight.
4c) CIWS - The CIWS systems are designed to shoot down incoming torps or shuttles. As such each one is a small pop up turret with two phaser emitters and a micro torp launcher. This is an invention of my own that combines DS9's pop out gun emplacements with my own desire to not get shot.
5) Defense - Big, thick, heavy shields and armor. Armor is cheap, ships aren't, bring lots.
6) Warp Speed - Three engines means lots of power even if its not efficent.
7) Weapons Range and Accuracy - Just a smidgen better than the uprated Sovereign's. Bigger ship, more advanced computers.
8) Combat maneuverability - The Monsoon has a lot of engine power pushing it around but in the end it's still nearly triple the mass of a Galaxy. Big engines or not it's no where near as maneuverable as the Sovereigns.
9) The security/marine weapons are take offs either of weapons found in the Elite Force video games or just my own invention. The ECR is an Elite Force weapon. The MTL is a modification of an Elite Force weapon. The HRPR, HPC, and pistol are all my own invention.
10) Holodecks. I kept the number of big open decks, the kind we saw on TNG, down. They're there mostly for diplomatic functions, crew training, etc. The normal day to day holodecks the crew use are small suite sized affairss. That allows more holodecks making sure everyone gets a crack at them. I never did understand how holodeck time was portioned out on any of the ship's we've been shown. Did people get a crack at the holodeck once every six months or something?
11) There's a lot of "holo-" type equipment on the Monsoon class. Why? How can you not? It's an almost overpowered piece of technology. Take a Holo-Gym for example. Rather than some huge sprawling edifice with all kinds to accomodate the many varied species on the ship why not have a relatively small gym with each user assigned a small work out space. Whatever piece of equipment the user wanted could be created for them in that space. No running out of gear, no carrying along a ton of it to accomdate one member of a particular species. Holo-tracks? Instead of wasting a ton of space on a large track just have one small room and have people run in it. The holodeck ensures a large track to run on, varied scenery, and you can even have one track for conventional track running and another for cross country. A holographic lab. As a warship the Monsoon doesn't have the room or researchers to need 900 different research labs. So instead you keep the few non-replicable insturments you need on boards and have only a few holographic labratories. It allows the researchers have all the equipment they need without wasting a lot of ship space.

And my formatting gets annihilated. That entry will keep getting amended as I put more details of the ship on paper. It's very well set in my head I just figured I'd write it all down as a reference for people.

The shields seem a little to strong for my taste. But, then again, given the time and size... it might not be a bad stretch.

Overall, I love all the detail you have in this.
