What I'm saying is that the Astartes generally aren't Ecclesiarchy lapdogs - their chapter cults are usually at odds with (and older than) the Imperial Cult.

I doubt any Chapter would count as the Ecclesiarchy's lapdogs, however with so many chapters out there I find it totally possible that one is build on the Imperial Cult.

If we're still allowed to reply for the whole faction one, I would take the Imperium.

As people have said, get them back to tech advancements. Get the IG trained and armed. Ally with the Tau and Eldar. Build more Titans. Get the administration sorted out! I mean, whole chapters lost. Tech knowledge gone.

The Tau are a tricky topic since at first, the IoM just ignored them and their attempts of communication. Then when the Tau began recruiting IoM planets and populations, the IoM continued to ignore the Tau attempts and communication and started a war. Possible relations with the Tau are a bit pickled.

As to the Eldar, as Mikey said. You can't trust the Eldar any further then you can throw them. They need to get off their "We rule the Universe" high horse and realize that they need allies, not pawns.

I don't think that it is so much their presumptions of superiority but their unpredictability. If the Eldar "forsee" some terrible event and decide that you are going to be responsible they have no problem walking up behind you and blowing your head off.

Their sense of superiority leads directly to their belief that their way can be the only possible way and that all are expendable and should be kind about it. This attitude causes their current trouble of everyone being happy to see them die.

Ultramar made a peace with the Tau Empire because the Tau honor their treaties. The same can't be said about the Eldar of any breed.

Truth is, even though they haven't figured it out, the Eldar need the IoM while the IoM doesn't need the Eldar.

The Eldar could be useful if we could figure out how to get more of them to take up static orbits near the Eye and let them act as a first line/early warning system (a la Biel-Tan.)

Yeah, that would be great. As we've said before the IoM would have to exchange some systems to the CWE to lock them in place.
