For the IoM...

First thing, get allies. Tau and Eldar and Interex... etc. The Tau have plenty of room to grow in the northeast so they don't really have to expand towards the IoM so its an easy deal to cut. With the Eldar, give each Craftworld a system in the IoM to call home. Let them finally base themselves somewhere. Put them near the border and anyone attacking the IoM border will also draw in the Eldar.

Second thing, you'd have to redraw the map. IoM sectors of control are horribly planned out.

If you're making allies of the Craftworld Eldar, I'd say leave the ones like Altansar, Il-Kaithe, and Ulthwe where they are - along with the Astartes Praeses, that would be one hell of a first check against incursion from the Eye. Give them favorable trade terms, easy access to resources, and help against DE raiders and you've got 'em.

There's that and also securing the Tau as allies means the ability to relocate 30 Battlefleets from the eastern border for use elsewhere. That means another 2000 heavy warships to support at the EoT.

Third point for the IoM... get rid of the fodder based IG. What a horrible waste of resources and manpower...

The IoM has more then enough material to equip and train its forces to the similar standards as the Tau. So many of the IoM's wars end in, victory or defeat, insane losses that are often because of nothing more then lack of tactical sense on the part of its commanders. If you're going to tithe troops from worlds, then they should be gathered up and sent to central training planets where they can be equipped and trained and deployed where needed. That way you aren't just sending out the nearest green regiment. You have time to prepare units for the conflicts they are going towards. Also, get rid of the commissars. While there are a few good ones, most do nothing but cause problems.

Would this not lead to greater rates of desertion and corruption in such a large amount that it could outweigh its benefits?

Not if you, as Deep proposes, change it from little more than a human sea of almost-unarmed conscripts back into some semblance of what the Imperial Army was once. Also, if you can get a handle on the AdMech's craziness, it's a lot less tempting to run from a tank when you've got a pair of multi-meltas in your platoon.

Indeed, in the fluff as with real life. The better trained, supplied and equipped (yes those last two are different for those who may not know) troops are. Then the better off those troops will be, not just in better aim and more bullets but in morale and sense of purpose. There's nothing stopping the IoM from deploying whole armies I'd IG with Carapace Armor, Bolters and Armour (MBTs, SHBTs, MAPs, IFVs etc...).

Streamline, that's the understate of the thread. They lose track of whole sectors, deploy troops and materials to systems that have been wiped out or where the wars are already over.

The problem is the Imperium tries to run itself from a central government without reliable transportation or communication to the thousands of wide spread worlds it governs. It's no wonder they have such crappy logistics, even without hostile intervention, you can't be sure if or when orders, supplies, troops, etc will reach where they're suppose to go. Until they make some heavy advancements in travel and communication, they would be better off dividing the Imperium into sectors of a size more appropriate to the limits of their ability to organize and respond.

Not just that, but just look at all the competing factions within the IoM. A Sub-Sector Regent is supposed to lead the forces of his/her sector. But in truth, much of what they have they can't command. They can't issue orders to the Adeptus Mechanicus who lead the Titan Legions and Sakarii Legions and rule the Forge Worlds. They can't issue commands to the Ecclesiarchy who command the Adepta Sororitas Orders and their Cardinal worlds or Shrine worlds. They not only can't command the aid of but are more likely afraid of the "aid" of the Inquisition. This means Inquisition worlds, Stormtrooper Legions, Grey Knights and Death Watch have to search for their own targets as no one wants them around. Lastly but not in the least is the Adeptus Astartes who are restricted in strength and forced mostly to roam about looking for battles. What's worse still is that ALL of these groups are broken up into their own competing (to the point of open war) groups.

Sol itself is in near constant civil dispute over who should control what and who should be given what. What boils down from this is not only is the Central Government to detached from the outer regions. Those very same outer regions have no sense of unity within themselves to prepare proper defenses. Its why most nations pick single "supreme" commanders for area's of operation. Can anyone imagine the trouble if a Theater Commander, appoint by Congress and given command of the Army... could only command Active Army personnel assigned to combat units. Think of what it would be like not being able to command the supply lines, or his air support or navel assets or special forces or reserve units or intel services. This is what the IoM has done to itself.

While the option was to control a WHOLE faction. What if you have to pick from the sub factions. Rather then the IoM you have to control the AM or a Chapter/Legion of SM, or the Inq. For the Eldar that would be a specific craftworld or Chaos being a specific God. Tau would be kinda limited as they only have to factions within their whole.

So, pick a subfaction and run with it. Thoughts?

Okay, so I posed the question of taking over a single group from a single faction. As usual, I'm picking twice just to give it some depth but I'll start with just one.

I would enjoy having a Fleet based Chapter of Astartes. Give me a Forge-ship (not asking much right... :P ) and a small fleet and then move around helping local sector problems out. Rather then invading an Ork planet, I'd be aiding the Adeptus Arbites with crime lords. Rather then looking to kill off anyone not living to the letter of the Ecclesiarchy, I'd be helping those who are to far from the Imperium's main thoughts. Replace IoM dogma of fodder by spending time training IG Regiments and Adeptus Arbites units.

Nice, but Astartes and Ministorum dogma generally don't see eye-to-eye anyway.

No, but on the outer rim of the IoM it wouldn't be much of an issue. The Ministorum generally doesn't have much to say in those parts.
