Not necessarily - you could use the armoured battalion HQ to build an infantry battlegroup. Say you gave your regiment three infantry battalions and one armoured, four companies to a battalion. If the armoured battalion swaps one of it's companies with one from an infantry battalion, you'd effectively end up with three infantry battlegroups, one of them slightly weaker for lacking a manoeuvre support company and being commanded by an armoured battalion HQ.

Longshoremen are mech infantry with armor and artillery. I wanted self contained regiment so that if I ever did start an IG army everything would be wearing the same colors.
