I was thinking what kind of Empire.

Member of one of the others.
An AQ or BQ player in Galactic Events
Dominion sized Empire
Extra-Galactic or Extra-universal massive Empire and a few things in between.
Maybe a Tholian or Gorn sized and another option a Klingon or Romulan size.
I don't think an extra-galactic Empire would make much sense. Since if they covered the whole Galaxy, why don't we know about them? Unless they're Xindi... :roll:

I think the other options you put up are a good set of choices.

No. Transporters would be terrible as a weapon. They require accurate target co-ordinates, a large-ish power source, active sensors and can be blocked by damn near anything. They'd be awful weapons.

The Kazon were smart enough to fool the Voy crew's sensors on planet. They might just be smart enough to work it the other way around.

I doubt them doing that was more than an accident, I don't put much faith in people who can't seem to scan for water.

Doesn't matter, it still showed they were able to do it. That is a risk that isn't worth taking. A 308 would do the job just fine and not leave an EMsig behind it.

I know it's a pointless and very ineffective weapon. I'm just stating opinion right now.
