I can't read it either, but I think I can run down the salient points:
1 - There is a city in France - the one in which the shooting occurred - called "Toulouse." There is no city named "Toolooz."
2 - The French president is, in fact, not Claude Guent or whoever the text said - it is Nicolas Sarkozy.
3 - Nobody would have had to apologize to the Asian community, as the Asian community had nothing to do with this incident. Indeed, nobody apologized for anything to anyone.
4 - The "crazed Buddhist madman" which the text reported was in fact not even close to being a Buddhist. He claimed to be some form of extremist Muslim.
"You fought with Captain Reynolds in the war?"
"I fought with a lot of people in the war."
"And your husband?"
"I fight with him sometimes, too."
