Certainly there are side effects of the cloning process, some of which were a driving plot point of the film. Hair loss isn't too hard to ascribe to that. OOU, though, it's simply a failure of anyone to think, "Hey - weren't there some appearances of a younger Picard in TNG? Maybe we should check those out."
