Control of the Empire of Star Wars

This is a carry over from the "Crush the Rebellion" thread. What seems the overall agreement for dealing with the Rebellion and the Empire as a whole would be increased control over numerous factors. These are the general ideas from everyone with proven points supported multiple points of view and thus taken from no single person. All items are open to debate but keep to the points at hand or ask to add another to the OP. When posting for any item, quote it above what you are talking about to let people see where you're going with it.

A - Work on better economic control. Both in novels and films we see a general drop in the quality of life from that of the Republic. Trade and taxing seem to have lost their balance. From policing of trade routs to balancing the Imperial National Budget.

B - Work on better population control. From the "Crush the Rebellion" thread we had a number of ideas come across. Ranging from the very basic to the plainly crazy. What is agreed is that the Empire failed to provide a proper center of power for its people. While there was a central person, there wasn't anything to rally the people to that person.

C - Work on the Imperial Armed Forces. The Imperial Army and Imperial Navy are no where near as effective as the GAR which was built in only 1/5 the time. Poor abilities and massive losses coupled with poor management and over cost.

D - Work on policies for dealing with civil unrest. The flood of revolts and plain out rebellion has shown the use of "Humans First" and "Tarkin's Terror" were absolute failures. A new policy is needed.

E - Work on the Imperial Government. The Imperial Government under goes rapid changes without need or sometimes even without reason. Whats needed is a stable government that works both for the Empire and the people without becoming so weak or confused that it falls to the rebellion.
