Doubtful it is Section 31. While I am sure Abrams will fit in nice little nods to the original series and maybe TNG, Section 31 is a very specific thing only hardcore fans would know.

For all the shit Section 31 got, it was overall rather popular with casual fans from what I recall at the time. Its only hardcore fans who thought it was anti ST that hated it.

I'm hoping for a splinter group with in the Federation.

The Federation is splitting in 2 or 3 after the fall of the Vulcans and this is a power play by one of the groups who think they need to be more agressive, maybe prompted by agressive moves by the Klingons or Romulans after the Nerada.

Federation civil war ftw.

Hate to say it but what comes to my mind is the Steven Segal movie Under Siege. Obviously it's not the same story but Tommy Lee Jones's character is the kind of "Rogue operative who hijacks big powerful ship and turns on his bosses" that I imagine Harrison will be.

Harrison does seem either super human, or just really really good on some scenes, obviously not a normal officer.

If he's the "Top" of anything then he clearly isn't going to be anything like a normal officer. He has to be everything that a normal officer wishes they could be.
