I think there is wild potential for all this, however we have to be wary of using Spock as an example for he is not pure Vulcan, he is half Human. Whether this strengthens his emotions, weakens his resistances to them...it is hard to say. It simply has a contributing factor.

However, I think that the effective attempted genocide on your own race would be enough to trigger at least some of the more emotional, or more susceptible to outburst, Vulcans to split into the Proto-Romulan category.
