Yeah, not quite sure HOW they'd know my propulsion is off line if I'm cloaked, but its only a game.

Hmm... my only IU guess would be that when you were hit they could briefly scan the damage to your ship.

wouldn't matter, since he fired, everyone could still target him, as long as he was within range.
In the beginning the Universe was created. This has made a lot of people very angry and been widely regarded as a bad move.

Staplics right, as far as game mechanics go next tac phase there is still a -2 mod on anyone firing at him, same as if he had moved.
But as far as in game answer, everytime your hit your cloak drops for a second, they can see what shape your in from that.
