I think that is more of a failing of VOY writing than anything else. We really did not get much of a backstory on why certain members went to the Maquis. I mean we know she dropped out of Starfleet and then somehow migrated into the Maquis. That is about it.

Plus in my opinion Torres was a rather one-dimensional character anyway.

She didn't like Starfleet, she didn't like Klingons, she didn't like Cardiassians.

She was the required hothead that the others had to reign in. She never stuck me as overly interesting.
