Without going into spoilers, they actually did land a lot of the fleet, and what we see later would seem to suggest that a lot of their portable machinery has been moved down to New Caprica. With the oppertunity to live on a real planet again and the (apparent) truce between humans and Cylons, there was undoubtedly a lot of pressure amongst the military to allow personel to retire from the ranks.
