Well you have to bear in mind...
If they carried it on to the VERY end of the show, i.e. present day Earth... it would have risen back up to over 6 billion!

Ok....WTF!? Season 2 finale...New Caprica? Baltar as pres? The damned colonies surrendered to the cylons, and all the "ships" jumped away?

The question would be....WTF!!!???? :lol:

Why the hell would they choose to live in squalar like conditions, instead of canabalizing the ships and making homes? Why the hell is Baltar allowed to carause like an ass? And why the hell are the battlestars so undermanned as to be ineffective?

Because they elected Baltar.

Actually I can see why. We don't see that much of life in the fleet from the average joe point of view, but it's GRIM. The ships are often crappy, in poor repair - when a malfunction can kill you a dozen different ways. They're dirty, people are wearing rags, there's too little medicine and too little... well too little of everything. Ships are lost now and again, and each time one goes that's hundreds of people gone and Humanity one step closer to extinction. And the day the Cylons get lucky and hit the tylium refinery or some other vital ship, the entire rest of the fleet is screwed beyond measure. That could happen at any time, and people simply have to live with that fear constantly.

Finding a planet hidden in a nebula, that they Cylons might not find... okay the climate wasn't great, but at least you know the air can't leak out a hole in the wall and kill you on any given second. And there's land to grow crops and have food.

Keep watching... what happens next is... interesting. :)

Without going into spoilers, they actually did land a lot of the fleet, and what we see later would seem to suggest that a lot of their portable machinery has been moved down to New Caprica. The use of tents would be due to people wanting to live outside (if you were stuck aboard the same over-crowded ship for a year, you'd hate it too) and the lack of building materials for houses.

Well, he's the president. He can do pretty much what he likes. Though there are indications that people are getting sick of him at this point (note Tyrol's speech).

With the oppertunity to live on a real planet again and the (apparent) truce between humans and Cylons, there was undoubtedly a lot of pressure amongst the military to allow personel to retire from the ranks. It's also possible that Baltar stepped in and told Adama to let people go to improve his standing amongst the electorate.
