It's a bit complex to explain. He doesn't, officialy, rule the Cylons. He just has a lot of influence. The Cylons are (supposedly) democratic in rule.

I don't know. He seems to have alot of control over the Cylons then the others would. Maybe because he's the First?
In The Plan, he did pretty much order the Cylons on Galactica around. Suicide bombings, sabotage etc. He himself really didn't do alot except give orders. I mean the fact is that while all these plans of killings and sabotage pretty much failed, no one spoke up against him. They just did what they could.

On a side note, Cavil does seem to like to box people. He even threatened (by the looks of it he did), his own model that came with the Rebels from Caprica.
