I think it would be excessive for general duties, yes (although cramped corridors never seemed to be much of an issue an 'Trek.) For away missions, etc., it's a damned fine idea.

For away teams it should be mandatory. As it was the best specialised AT kit we saw were the jackets in The Cage and TMP. Not much, but at least they were considering the different requirements of ship vs potentially hostile planet.

Indeed, I think the best AT-specific kit I've seen were the field coats in TWoK. While they were a bit bulky, they were functional.
