The Founder's statement in WYLB was that the Jem'Hadar had been the Dominion's foot soldiers for two millennia - Tsu's probably thinking about Weyoun's comment in "The Dogs of War":

I think the easiest way to explain it is a Founder controlled empire, whatever that unified entity may have been called, has existed for 10,000 years.

But presumably they had it when they transported their society to the rouge planet when they first went into hiding.
