From my point of view the only resonable person onboard the whole ship was ensign Suder. Now I don't want to start some weird conspiracy theories but from my point of view the UFP worked with the caretaker from the start to get rid of Janeway and Suder was there to make sure she never comes back :wink:

So, yeah..the TIA does maybe indeed just protects the timeline and not always to the UFPs benefit.
