And having families on a starbase would please the people around hre who hate having them on a starship.

Starbases almost never see any form of danger and tend to have lond term placements.

I think they monitor Health support and SIF and how the crew are doing.

So yeah pretty much everything that doesnt fall under what the other guys do.
