Absolutely. The phrase doesn't refer to the implausibility of the plot, it refers to the point at which the quality of the show goes in the shitter.

It was rolling along so nicely - maybe not a great series in the annals of SF television, but certainly fun and creative in its use of historical and literary references - and then we started getting all of the crap about Artie's old nemesis. That could've been a nice short subplot, but instead it became repetitive and formulaic... then the crap with H. G. Wells, which again could've been an amusing diversion but became another overdone proverbial dead horse.
