Yes on both counts. I've heard some complaints about Tilda Swinton - you know, that she's white - but here's the appropriate response:
a) There are approximately zero accomplished Tibetan actresses of which I know, and using any other Asian subrace - none of whom look identical to Tibetans - would be just as egregious as using a white person.
b) The foremost female lama in Tibetan Buddhism is a white woman. Now, she is not a tulku or rinpoche, but it's certainly a precedent for plausibility.
