for the last two years, every time I hit play on a youtube video, the audio doesn't play the first second or two. Case in point above:
"This video was made possible-"
the audio only begins to play from ible.
Some videos its 3 or 4 seconds, and its not my logitech speakers going into standby (the green light on the volume control piece goes dim) until it picks up noise above a certain decibel...

I do not have Windows 10, so I cannot provide direct congruence with your problem.

There's a Netfilx show called "Mindhunter" which is based on the real life FBI profilers who developed the FBI's Behavioral Analysis Unit. So this show uses real life interviews of incarcerated serial killers, and actually re-enacts them as close as possible.
Here's a famous one from Season 1. Ed Kemper is the "Co-Ed Killer," because his prey were young women. At the time he turned himself in to the police, he was 6'9" and 290lbs. His IQ was measured at 145, which is considered to be "high IQ."
As to the show itself, the interviews with the killers, and the investigations are close to the real life scenes, but the main FBI characters are very loosely based on the originals.
