The Romulans fit the Nazis pretty well.
What does defeat mean to you?

Except for their capability. Nazi Germany was a true force to be reckoned with, and would have done even better if they weren't led by a bunch of people who let whimsy take precedence over sound military advice. I could see the PRC comparison, especially at the time of TOS - they were a largely unkown threat, potentially capable of devastating ability but with little ability to project their forces.

You think the RSE couldn't have been more effective with better leadership or a more rounded fleet? Plus the PRC is a massive force that could expend huge numbers without concern. Where as the Romulans are in fact out numbered by their enemies.

The Dominion better fits the PRC as is.

I don't think it was ever meant as an exact analog. Just inasmuch as a vague yet largely unquantified threat.

If I had Enterprise I'd actually make it a retro series.

1) Have the design of the NX-01 actually look to predate the NCC-1701. Something in the vein of the Kelvin.
2) No phasers, no hull shiel...hull plating, no photon torpedos. Lasers or rail guns, physical armor maybe ceramic, atmoic torpedos.
3) Actual pre-TOS travel times. This one is going to require a bit of out of the TOS/TNG/Voy box thinking. Traveling from system to system takes two to four weeks. Work the series in story arcs. For instance, Strange New World would have been two or three episodes. The trip to the next planet would have taken several more episodes. Maybe one episode concerns them checking out some interesting stellar phenomenon. Focus on the characters and their interactions. I know, this may require giving Mayweather a line, radical I know, but you may have to do it.
4) Pay attention to canon. No Borg, no Ferengi, etc. Small oopses are acceptable if they're mistakes. Giving canon the finger and laughing about it isn't going to work. There's plenty of interesting things to do with the existing material. The Andorians were done beautifully in Ent. Give the other classic races the same treatment.
5) Can they have a plan? Please? Earth's first interstellar explorers and they just dick around at Archer's whim? Really?

Enterprise probably should have been a cryogenic sleeper vessel, given the huge distances and the slw speeds. So,. they'd sleep for weeksat an end, perhaps with some sort of nightwatch, probably the main characters, and when they reach something interesting, or one of the assignments starfleet gave them (I'm sure starfleet would send along a wish list of planets and phenomenons to be explored) and notice the hilarity of the small nightwatch crew suddenly having to act according to social conventions of the majority, as well as the crew which keeps on going as if nothing happened, while the nightwatch has actually developped. It could result in several layers of plot.
Weapons: railguns, coilguns, perhaps a few nukes, lasers.
armour: no clue here. but little.
