In the beginning the Universe was created. This has made a lot of people very angry and been widely regarded as a bad move.

And to be fair to the spirit of the question: it (fortunately or unfortunately as the case may be) was not her decision to be born or to breath. And before someone says you can stop your breathing, you can only do so for so long before some sort of something (i forget the term) is triggered in, i believe the base of the brain, to breath again.

And regardless I really wouldn't classify that as Janeway's worst decision. She did a LOT stupider things in her time.

Archer was a worse captain but you can only expect so much from a bigoted, retarded, moron.

And to be fair, the level of training he would have got would have been much much worse for the pure fact that no-one had ever really done his job before. Sure, commanding system limited ships, but not the first properly interstellar explorer.

Although it would have been good if he had common sense.

You know, I'm going to disagree with this one. As far as her WORST decisions at least. Giving the Hirogen that tech saved a great number of lives across the GQ. It's not her fault the Hirogen didn't delete the cookies on the holodeck and let them become self aware.
