How would YOU have managed a DQ empire?

Okay, I'm going to give you relative free will on this one. Apart from starting location and etc like that.

You have one planet to start with, situated near the Caretakers array. This means you have several Kazon sects around you, as well as a fair few smaller powers nearby before you start hitting the big boys. Your technology levels are roughly on a par with most of the Delta Quadrant species of this area (little behind federation tech...I'd peg it around Cardassian level). You have your planet, and the system you are in to expand. Your planet has enough raw materials and people to create 3 space stations, as well as around 100 ships. You obviously need to expand and trade, or whatever. from now on, its up to you.

I would have built up one station to begin with so as to not look like a huge threat to the Kazon, and slowly build up an armed fleet of about 15-20 large ships, about GCS sized, and completely obliterate any Kazon ship that comes near them. Then I'd build a couple of warp speed transports and a couple really small ships, almost shuttle sized, in order to actually trade with those within the space(send it/them out, get a deal with someone, send goods with transports.) Each transport would have an escort of 3 GCS-sized ships(From now on to be referred to as GCS) so that the Cargo would be safe.

I would completely screw the Prime directive, and make sure that I always had more power than other species, I would take over the caretaker array(if it's still around, not stated in the OP) and bring in as many ships as I could, and then raid them for anything they had, and swiped their ship to add to my fleet. If the ship was obviously too large to attack(IDK what ship would win against 15-20 GCS, but just covering my bases) I would hail them, and apologize for the issue, and send them back on their way.

I would start adding planets to my "empire", a lot like the UFP does; asking not forcing, promise protection, and resources. Then I would become more and more powerful to be able to defeat ships that the borg have( a lot of species seemed to not mind becoming part of a larger group, they allied with the UFP, which they never saw nor heard of again, so wouldn't be too hard.

The other stations I would build around farther planets that become allies as protection, as well as a good trading outpost (think of DS9 rather than SB74) then I would be able to reach farther planets, and gain more allies. I would also have a council of species to decide on everything, so they see it as the UFP more than a dictatorship, even though I would always make sure they swayed my way through bribery or whatever was needed (In this case, I would have very little ethics).

As my empire grew larger and larger I would gain resources and build up more stations, about 1 per 10-15 planets. If needed for supplies or resources, I would invade planets that their inhabitants refused to trade, and claim they attacked first to the council. Then I would defeat as many dangerous powers as I could, and lower them down to a size that is safe towards my empire, and then I would offer them a place in my empire when they were fairly weak, and gave up. If they didn't take it, I would cripple their warships, and take their freighters until they "needed me" because of lack of trading power, resources, etc. So at this point I would be forcing them into it in order to be strong enough to take on species like the Borg.

I would kind of ignore the Voth and make treaties with them, I highly doubt I would be able to take out their cityships, those things are huge.

Okay, way more info needed.
What sort of industrial base does my planet have? How large is the population? Do I have any treaties with neighbouring powers? How large are the ships I can make? How long do they take to manufacture?

In any case, my first step would be to build a defensive array of stations, ground to space weaponary and heavily armed monitor ships. That should be enough to defend my system against any Kazon attacks.

Next I begin colonising any other planets in the system that are capable of supporting colonies. I set up mining stations in asteroid fields, and search for any useful sources of minerals I can use to further manufacture a fleet.

I scout nearby systems with a handful of ships with orders to retreat immediately if spotted by any other ships. If there are any neighbouring systems that are uninhabited, I set up colonies and mining outposts there as well.

After that, there's not much I can realisticaly do except try and get non-aggression treaties with various neighbouring powers.

I think i suffered a lack of thought when i thought bout this. I will apologise yet again for making a cock up. The max ship you may build is GCS sized, HOWEVER it shall limit your production capability by 4. One GCS sized ship is 4 small ships. You have no treaties. You have met no neighbours. Population in excess of 5 billion.

so basicly it's our planet and then some uninhabited sytems and then the Vidiians/Kazon/Swarm ect.

In that case I'd build two heavily armed defencive bases, one in orbit of the home planet, the other in orbit of the star able to move through the system. Then I'll build up my fleet containing a variety of ships. Mostly destroyers/monitors, with a few Heavier Battle Cruisers, and maybe a couple Battle Ships.

I'd then branch out from my planet into the rest of the system setting up defencive weponry on other planets as well as opening mining operations both within my system and in all the other systems I can successfully reach and defend. Once I have a decent sized fleet of maybe a thousand or so. I'd start attacking the Kazon/nearby inhabited systems, pulling them into my empire. Those who join of their own vocation I would allow to have a voice in the government (a council of advisors), everyone else simply becomes my subjects.
In the beginning the Universe was created. This has made a lot of people very angry and been widely regarded as a bad move.

BTW, what type of tech do we have (or do we get to choose)?
