Both: physical and technological.

It is true that physically they never shown to be as impressive as they were supposed to be (neither the vulcans BTW)

My point was just that it's inevitable for the latest "big bad" - be it Hirogen, Jem'hadar, Borg, or whoever - to become watered-down from strictly OOU dramatic reasons over time.

At least with the jem'hadar, they did the watering down with some IU explinations. Starfleet had to learn to adjust their shields to deal with the dominion weapons, and they got a big boost to that goal when they managed to capture and study an attack ship. They didn't water the jem'hadar down so much as they brought the UFPs up.

Fair enough. I suppose it would be more correct to say that the threat level presented by "big bad 'x'" generally gets diluted.
