I think if you can afford to have a holodeck and have it running, then you can afford the maintaince.

Quark did seem to have a hard time keeping his holodecks up and running though. But he did have a far better safety track record than Federation ones... I think Quark should have gone into holodeck salesman for the Federation. :P

I'd imagine any left over "material" would be converted into the stock of raw materials for use by the replicators. Enjoy your lunch captain :-)
