Anyway, back on topic.

In TOS, it was clear the computer had a form of AI (calling Kirk "dear" after they went to that one planet) and the had the sort of intelligent M5. However, in each series after that, the computers seemed to be nothing more than talking control panels (without the panel).
No trees were killed in transmission of this message. However, some electrons were mildly inconvenienced.

I dunno... there's no reason why a computer with the preprogrammed response of "Computed... dear" is any more sentient than one that just says "Computed".

I would say because it also was able to display the emotion of sadness when he said to stop calling him dear or he would turn it into a toaster (or something to that effect).

What about holograms?
Not the doctor, it is established that he is sentient, but others like Moriarty, Fontaine or those guys from Fair Haven, were they just ordinary computer programs? there are other examples but this ones are originated in UPF.

In TNG: Brothers data went crazy but that was because he was being controlled by Soong.
