I loved how Picard declares that the moral thing might not always be the right thing like it was some kind of profound revelation. Then again this is Picard so to him it might have been.

I would like to credit this ep, along with Best of Both Worlds as being a turning point for the hippie era Federation of TNG. As we see with Nechayev and Sisko, a total change of heart from the then current attitude of "Peace and Moral High Ground" to "We have to survive at any cost".

I think it was an easy enough realization. I think the problem was less that of people unwilling to fight as much as people being willing to admit that there's nasty shit out there.

One thing about Hugh and the individuality. He's a drone, not someone who might be fighting the Collective. Maybe their firewalls were down or something?

He was a Borg, that was by himself, got taught individuality, then got picked up by the Borg again. After the other Borg connected with him, he glanced at LaForge.

So instead of individuality being an outside hack, Hugh was already inside the firewalls. Like someone bringing a home-burned DVD of stuff from the internet, and running it on a corporate computer. All the firewalls that are monitored to keep stuff from getting in have been bypassed, so a hostile program has an easier time having fun.
