I'd argue for the distance being the key factor. Gravittional strength decreases based on the square of the distance between two bodies.

Also, an antigrav unit on a ship merely has to send a signal to get the gravity plating turned low, so it doesn't have to work as hard.

Yeah, its all one piece. Hence why it only lasted one movie... the actors couldn't stand them.
