Why not? Pardek could've been stringing Spock along, waiting for the perfect opportunity for something nefarious. I don't even think its that ridiculous. If you look at it, imagine that you've got a pair of dignitaries who are friends, in contact for quite a while. The Romulans are planning on something with the Vulcans, know Pardek is friends with Spock and can set it up, but also know that as a loyal Romulan, he'll do what he feels is best for Romulous. Good point. Setting up your friend of 90 years to support a covert government action is something that many humans would find unethical; but could very easily be something that most Romulans would consider natural.
