I mean no offense, but when I FIRST saw the episode, I thought they were poking fun at mentally challenged people, and REALLY couldn't believe it.
They say that in the Army,

Now that I think about it, I knew a guy of about Pakled "IQ" (he was challenged). He couldn't keep up with everybody else, but he was the most persistent person I ever met. I would simply NOT stop trying if he wanted to do something. Maybe the Pakleds are similar. Sheer desire to succeed will eventually get you places you otherwise wouldn't get too.

We're not talking about trying to win a spot on the varsity team, we're talking about interstellar travel. Certain tools are just plain required.

In other words, a paraplegic can't climb stairs. There are other solutions, such as ramps, available; and it doesn't make the paraplegic a bad person. But the fact remains.

Lesser intelligence means a slower rate of advance, but it doesn't mean they would have a lower tech level, just means they would take longer to get to any given tech level.

As for communication, I wonder. Lower intelligence could easily mean poor communication skills, simplistic language capability with the need for repeating simple chunks of information several times. That's exactly how humans of low intelligence communicate.

There's all sorts of interesting things you could do with that. Like at one point Picard declares that they have advanced further and faster than they should have done. Q said the exact same thing about Humans in early TNG, almost word for word, and Picard jumped on his high horse about how Q has no right to make that judgment. Hypocritical much?

Perhaps they were just slow in speech (I haven't seen the ep yet, so don't know the specifics).
No trees were killed in transmission of this message. However, some electrons were mildly inconvenienced.

True but that does not mean you couldn't use one if it was provided. I don't understand how to construct a radio but I can operate one just fine. 95% of the folks in WH40K don't even know how their basic technology works but they can use it.

Oh, of course. If it was handed to them they might be able to make it work. I was countering the assertion that pure determination would have allowed them to create such tech on their own, without outside influence.
