He got busted to ensign temporarily in "30 Days," but I thought he was reinstated to a full Lt. after that.

IIRC when he picked up his rank pins again, had one gold and one black.

I think so too. Been watching a few VOY Series 1 and I swear he had Lt Cmdr pips for a few but then all of a sudden, there were just two gold ones. Towards the end there were always two gold and one black though...
