Efficient use of resources in war should always be your primary concern. Poor uses of resources leaves you in a poor stance to protect that citizenry that you're so worried about. If you spend all your time trying to save everyone, you'll end up saving none of them. There is a need for JoAT ships in Starfleet. Its very mission would require such ships. The problem is that they shouldn't all be that way. Starfleet wanted a JoAT fleet but failed to understand that would leave them at a disatvantage. Starfleet took to road of "just settle for what looks good". Fair enough. I should have probably amended my statement to read that I'd be willing to forego having all my ships priority being efficient use of resources, rather than having some be dedicated single-role ships.

In war, you have to balance your forces. A squad of men carrying heavy weapons sounds great, until they try to move. In every squad, the slowest man is your BAR man. Having a whole squad would make a very slow squad. Like wise, a squad without heavy weapons support the same squad would be in shite in a firefight. Any force needs balance, no matter the mission. S/E is good and fine, but you can't have your whole fleet doing this. Same with combat.
