I think something was mentioned about weapons before the ship blew up, but I'd need to watch the ep to be sure.

I checked the DITL entry too. My thinking is that even the Oberth has phasers, primarily for non-offensive purposes, and we've seen non-offensive uses even for GCS phasers - presumably any ship would have them equipped for utilitarian purposes, especially considering the fact that we've seen no indication of a unilateral convention like the modern one Seafort mentioned.

So having phasers on board a hospital ship would be fine. They have frequently been used outside of the weapon category.

That's why the early TNG type-II's were so ridiculous. A weapon that's not built like a weapon becomes a poor weapon.
