Well, I think we all agree that the Terran Empire is much cooler than the Federation. :P

On that note, why are the bad guys always cooler?

They dont have to play by the rules or have morals, they can get away with doing anything they want.

For me, it's because on TV, a usually see somebody of impeccable moral character, strong, forceful, brave, and so on. Most people you meet in day to day life aren't like that. Therefore, in the MU, I see the side of people that I'm more familiar with.
