Question: why does the gunpowder need to be removed from the circumstance? Kirk didn't bring it along with him, he manufactured within the scenario from materials likewise within the setting. If we need to remove all the available resources from the setting, then the Gorn wouldn't be able to pick up a rock and use it either. The question then just becomes, "Who would win in a fist-fight in an empty room?"

Which, IMHO, is a question which is both obvious and empty of value.
