William Johnson Estes

So I have had an idea floating around and about for a while:
I named a character William Johnson Estes, born 2223/2233, after an ancestor I found that I had. He would serve on the USS Enterprise NCC-1701 as chief of security from 2260 to when the ship returns to Earth after her 5 year mission in 2270, BUT would NOT return after the refit, as he would be first officer of the USS Eagle NCC-956 until 2275, then take command of a new Watchtower class starbase called Camelot, aka Starbase 35.
1. Would this be possible if he were an unseen character during TOS?
2. Which date sounds better? 2223 or 2233?
3. Would he command the station until 2283, or sometime afterward?
