I would guess the lessons being expressed to the cadet. Cut back the tech and its not very different from some of the inner cities I've had to work in. It even counts as peaceful next to South America, Africa or sections of Europe.Tyyr wrote:What from Dredd is applicable for modern law enforcement?

Essentially the Empire thrives on rivalry, rather than constant war. Warriors have to show their worth and it also provides a release of tension for a naturally aggressive race. The exterior was likely left most intact because if it works then O'Brian isn't the type who does what isn't needed. The Klingons were left in a bit of limbo. I don't think anyone had a solid idea of what to do with them other then use them as a threat. Much like the Q, it fell on the actors to create something from nothing.

Complacency isn't real, but thats what makes it so dangerous. The Federation declared itself at a time of peace, yet they saw more conflict then we saw in TOS.
